Luis Luna
Executive Director/Lead Organizer

Luis spent the last seven years working as a public school teacher in Richmond, Virginia. Inspired by a desire to change the unjust conditions his students faced, Luis began organizing in his spare time before eventually deciding to become a full-time community organizer. Originally from Barranquilla, Colombia, Luis and his family relocated to Northern Virginia when he was young. He graduated from George Mason University with a Master’s Degree in Education and a received Bachelor’s in Political Science from Virginia Tech. Luis joined PACT staff in August 2021.

Jenneva Clauss,

Associate Organizer

“Jenneva was born and raised in Gainesville, Florida. She attended the University of Florida and studied Political Science. After graduating, she moved to Miami, where she has been building her community ever since. Jenneva has held multiple positions working with children and people who have experienced incarceration. In her free time, she enjoys cooking, roller blading, and being outside.” I am launching my career in organizing because I care about my community deeply and our future and wellbeing depends on us being organized together to create a better world. I am passionate about creating a more caring world. I am angry that we have enough resources to care for everyone, yet people struggle due to man-made systems. 

H. Leigh Toney,

Communication Officer

H. Leigh is a native of Miami, Florida who has also lived and worked in Atlanta, Georgia and Washington, D.C. She is a graduate of the University of Miami where she earned a bachelor’s degree in Communications and went on to further her studies at Clark Atlanta University earning a Master’s in Public Administration. Leigh’s background includes experience in nonprofit education reform, local and state government, higher education and for profit consultancy. Leigh is enjoying the opportunity to combine both her vocation and avocation through her role in crafting and promoting the work of PACT to the local, state and national media. At her core is a commitment to fighting for equity for communities of color, especially African American communities which consistently experience greater harms in all key life sectors - education, health, and wealth - when compared to other groups in the United States.
